Constitution of “Japanese Anime Club”
California State University, Fullerton
ARTICLE I: NAME AND PURPOSE OF THE ORGANIZATION
Section 1: The name of this organization shall be ” CSUF Japanese Anime Club ”
Section 2: The purpose of this organization is to promote the understanding of Japanese Anime, as well as the other sub cultures such as art, music, cosplay, and video games. The club is also a place for people who appreciate these various things to socialize in a friendly atmosphere.
ARTICLE II: REQUIREMENTS FOR MEMBERSHIP AND SELECTION OF MEMBERS
Section 1: Membership in this organization shall not be denied to any student at California State University, Fullerton on the basis of race, creed, religion, gender, political affiliation, sexual orientation or physical handicap.
Section 2: There will only be two types of membership in this organization: member and former member.
Section 3: Anyone who is a CSUF student is eligible to vote.
Section 4: Any member may be suspended or expelled from the organization for offensive conduct . A member who causes harm, death, injury or serious discomfort of another member will have the offense reported to CSUF University Police or will be judged in front of the current board with a majority decision of explusion should any evidence proves to be offensive conduct.
Section 5: Each member has two verbal warnings for disturbance each meeting. Any type of intentional physical harm will have the person leave.
Section 6: No dispensing of Alcoholic Beverages, and illegal substances according to United States law during meetings at any time. This applies especially during regular meetings, and events held on campus. We also do not condone or promote drinking at events outside of campus. Underage drinking is absolutely not allowed at any event.
ARTICLE III. BOARD OFFICERS DUTY , SUCCESSION OF POWER, FACTION LEADERS AND ELECTION
Section 1: The elected officers of the organization shall be the President, Internal Officer of Affairs, External Officer of Affairs, Treasurer, Secretary, Web Master, and Historian. The term of office will be 1 year beginning the day after the last day of the spring semester.
Section 2: Powers and Duties of Officers:
Clause 1: The President is in charge of the smooth running of the entire entity. He/She will be responsible for making sure that the club works as a well oiled machine and that all members are happy. He/She is in charge of having the programming ready for the club, overseeing operations of the club as a whole with club officers, make adjustments if need be, and assisting other officers when needed. Important SORC office paperwork is also handled by the President.
Clause 2: Internal Officer of Affairs job is to make sure the room which we have weekly meetings in is secured for the entire duration of the club as well as events on campus. He/She will also be in charge of a monthly event during the semester . They also maintain the law and club rules within meetings and maintain good relations with the Titan Student Union employees, and members of the club. All Faction activities will be overseen by Internal Officer of Affairs.
Clause 3: External Officer of Affairs job is to keep the environment lively at outside events and during regular meetings. Maintains good contact relations with other universities such as CSULB, Cal Poly Pomona, and any other university club. He/She will continue to have contact with outside universities and clubs for collaboration events. He/She will also oversee Faction operations with the Internal Officer of Affairs.
Clause 4: The Treasurer is the officer who makes sure that the club has the funds to carry out its business. He/She can come up with any plans for executing fund raisers, if needed. This person should be very meticulous with numbers, and competent. He/She will also be in charge of a monthly event during the semester.
Clause 5: The Secretary is in charge of recruiting Anime fans during the semester. This person will be sending e-mails or invitations for events. They also must maintain flyers that are posted throughout campus. During officer meetings it is the job of the secretary to record the information being talked about.
Clause 6: Web Master: Publish and update whatever needs to be done on the website, forums, Facebook, Myspace, and etc. Maintain contact with all officers.
Clause 7: Historian: Takes pictures and records video of what goes on at the club meetings and at club events. Can edit any future club promotional videos if they want to.
Clause 8: Advisor: Advise any officers regarding their conduct with the club. He/She will also help run any event/activity should the president need help. This position is a non elected position given by the President.
Section 3: Succession of Power
Clause 1: In the event that an officer is not able to fulfill their duties or in the event of a temporary or permanent absence, the next officer in line shall fill the position temporarily or permanently, pending the term of absence and/or finding a replacement.
Clause 2: The order of succession is as follows:
1. President
2. Internal Officer of Affairs
3. External Officer of Affairs
4. Treasurer
5. Secretary
6. Web Master
7. Historian
Section 4: Faction leaders
Clause 1: CSUF Anime Club recognizes the following Factions within the organization in order to promote the different aspects of Japanese culture such as Art, Music, Cosplay, and Video Games. The following groups are The Artist Faction, The Gamer’s Legion, The Cosplay Faction, and the Music Faction.
Clause 2: Faction Leaders of the Artist Faction, Gamer’s Legion, Music Faction, or Cosplay Faction are non elected positions given out by the External Officer of Affairs, Internal Officer of Affairs or the President. This rule applies to any future Factions. The leaders of the Faction are appointed by the officer of internal affairs.
Clause 3: These positions are recognized as semi-officer status meaning that leaders of their respective Faction have creative control of their activities to a certain extent, but if activities of a group are considered questionable, The Secretary, Webmaster, and Historian (see succession of power) must come to at least a 2/3 vote to intervene in the respective group’s activities.
Clause 4: Being an appointed position, sub-group leaders can also be relieved of their duties. Various reasons may apply to a termination or release, however being an appointed position, must come to a unanimous 3/3 vote among all officers in order to make this happen.
Section 5: Daniel Riddle Clause
In the event that removing a leader of a Faction and that leader is also an officer, that officer shall be excluded in the unanimous vote and replaced by the next officer in line (see succession of power).
Section 6: Officer Qualification:
Clause 1. Must be a regularly enrolled (non-extended education) student in good standing at California State University, Fullerton.
Clause 2. Must be a regular attending member for at least one semester.
Clause 3. Must have a general knowledge of Anime.
Section 7: Impeachment of Anime Club Officers
Clause 1: Signature Petition impeachment process. The reason to put a board member on trial must also be stated in an essay no less than 500 words and turned into either one of the top 3 non-offending officers (see succession of power) receives the complaint.
Clause 2: In the event that the petition has enough signatures to trigger an impeachment trial, Then a “secret hearing” at an undisclosed location with all the officers, the petition’s submitter , and the defendant present will be held thereafter. Both accounts of the accuser and the defendant will be heard then it will be determined if the defendant officer on trial will be relieved of their duties. Impeachment requires an affirmative vote of 2/3 of the club board.
ARTICLE IV. MEETINGS
Section 1. Regular meetings are scheduled at least once a week during the entire semester, unless a holiday comes on a day a regular meeting is scheduled.
Section 2. Special meetings are called by anyone on the board. If a regular member wishes a special meeting be called they must be represented by a board member. All board members must be given a minimum of 24 hours prior to a special meeting.
ARTICLE V. APPLICATION PROCESS/ ELECTION
Section 1: CSUF Anime Club uses a hybrid system of an application process and elections to elect officers.
Section 2: All regular members wishing to run for office must turn in an officer application to any officer and by the month of April the current club board selects the most suitable candidates to start running for election. All candidates who are eligible for elections will be announced on the club website and at our regular meeting. Applications can be turned in anytime before spring April. Presidential candidate must run one successful club meeting. A random surveywill be done after the meeting to determine whether the candidate is qualified for the position.
Section 3. Officers are elected during the last weekly meeting of the spring semester. Elections are held at the end of the academic year, and the exchange of leadership will take place during the last day of the spring semester. The changing of council will take place at “The End of The Semester/Year Party”.
Section 4. At least one week’s notice will be provided for any meeting at which an election is held.
Section 5. Votes will be cast by secret Ballot and be counted by someone grabbed impromptu from the outside of the meeting. This person must be affiliated in any way with the Anime Club but must not be running for future council.
Section 6. A candidate must receive majority of the votes than any of their opponents to be eligible to become a board member.
Section 7. All regular members wishing to run for office must be knowledgable in Anime. Section 8. If only one candidate runs for a position they must receive 2/3 vote
ARTICLE VI. ADVISORS
Section 1. A faculty member (preferably a Japanese Teacher) working on at least a half time basis at California State University , Fullerton will serve as advisor to this organization, if needed.
Section 2. The advisor will serve until they do not want to anymore, or until their service stops at CSU Fullerton
Section 3. If it is felt that a current advisor is not appropriate for their role, they may be removed by majority of the board members votes in accordance.
Section 4. A staff member from the Dean of Students Office or a school based assistant Dean may be assigned to work with this organization to assist the faculty advisor and the organization.
ARTICLE VII. DUES
Section 1. A proposed constitutional amendment or changes will be presented, in writing, to the organization before an amendment about charging dues to all members is voted on.
Section 2. Approval for such amendments will be voted on by present members at regular attended meeting. By majority vote. The amendment is effective immediately, or unless otherwise said in such amendment.
Section 3. A copy of this constitution/by-laws and/ or amendments to this constitution must be filed in the Dean of Students Office at California State University, Fullerton.
ARTICLE VIII. DISBURSAL OF ORGANIZATIONAL ASSETS
Section 1. In the event the “Japanese Anime Club” should be become defunct, all the assets will be turned over to the CSU Fullerton Foreign Language Department, specifically, the Japanese department.
ARTICLE IX. FUNDING
Section 1. CSUF Anime Club funds its activities through fund raisers, fund raising events, and by helping out in the graduation commencement ceremonies held every year.
ARTICLE IX. STATEMENT OF AFFILIATION
Section 1. This organization is affiliated with CSULB Anime Club, and any other future club we do collaborations with within Cal State Fullerton or outside of its boundaries.
ARTICLE X. RULES OF ORDER
Section 1. The “Japanese Anime Club” accepts “Stu’s Rules for Gentleman and Ladylike conduct” as its Rules of Order.
ARTICLE XI. APPROVAL
Section 1. This constitution was approved by and on the following dates.
